Es-Semara: Municipal Council Approves Cooperation and Partnership Agreements

Es-Semara – The Es-Semara Municipal Council approved several cooperation and partnership agreements on Monday during its October ordinary session. These agreements focus on strengthening exchanges with the municipality of Agadez in Niger, supporting artisans, and facilitating the education of the town’s students.

The Council approved a twinning agreement with the municipality of Agadez, aiming to establish a permanent framework for cooperation and the exchange of experiences between the two communities, to strengthen friendly relations, and to encourage the implementation of joint projects in various areas of shared interest.

This agreement focuses in particular on culture and tourism, through the promotion of shared Saharan heritage, as well as on the economy and crafts, with a view to supporting local initiatives and promoting fair trade.

It also provides for the strengthening of academic exchanges and solidarity projects for youth and education, as well as the sharing of best practices in the areas of waste management, natural resource protection, combating desertification, and sustainable development.

The two communities also intend to promote artistic and cultural exchanges and share their expertise in the field of information and communication technologies, particularly regarding the digitalization and modernization of municipal services.

In addition, the Council approved a partnership agreement concerning support for the education of students in schools in the province of Es-Semara, aimed at improving the quality of learning.

This agreement provides for the implementation of a provincial academic support program for students in the third year of lower secondary school and all levels of upper secondary school, in order to support them in preparing for entrance exams to higher education institutions.

This service will be provided through an interactive platform simulating the classroom environment and encompassing all the subjects scheduled for the school year.

Furthermore, the Council approved a partnership agreement with the Chamber of Handicrafts aimed at supporting artisans in Es-Semara through the acquisition of equipment and tools to bolster production and improve their working methods. The municipality’s financial contribution under this agreement amounts to 200,000 dirhams.

In other matters, the Council approved the municipality’s draft budget for the 2027 fiscal year, as well as the transfer of funds between different budget categories for the 2026 fiscal year.
