Morocco Regulates Electric Scooters with Strict Speed Limits and Safety Rules

Moroccan authorities have officially introduced new regulations governing the use of electric scooters across public roads, following the publication of Decree No. 2.25.145 in the Official Bulletin (No. 7537).

Classified under “motorized personal mobility vehicles,” electric scooters are now subject to immediate traffic enforcement, with key rules including:

Speed Restrictions: Vehicles must have a maximum design speed between 6 km/h and 25 km/h. Exceeding 25 km/h is prohibited.

Mandatory Safety Gear: Riders must wear an approved, properly fastened helmet. This requirement also extends to cyclists, electric bike users, tricycles, and quadricycles.

Intercity Road Access: Outside urban areas, electric scooters are strictly limited to routes equipped with dedicated cycle lanes.

Single-Rider Policy: Scooters are designated strictly for individual use. Passengers, cargo transport, towing trailers, or pushing/pulling other vehicles are prohibited.

Additionally, a separate decree outlines new technical requirements, mandating a white front light, rear lighting, reflectors, and a horn. While traffic and safety rules take effect immediately, owners and manufacturers have been granted a six-month grace period to comply with the technical equipment standards.
