Rabat – Mohamed Salem Cherkaoui, Managing Director of the Bayt Mal Al-Quds Acharif Agency, held a videoconference meeting on Monday in Rabat with members of the Advisory Committee of Experts, devoted to monitoring progress in the preparation of the 2027-2030 action plan under Vision 2030, developed by the Agency and recently presented to its Palestinian institutional and civil society partners in Al-Quds and Ramallah under the theme “Sustainability in Planning and Action”.
The meeting provided an opportunity to review progress in consultations on the preparation of the Agency’s action plan for the 2027-2030 period and examine the methodological and technical aspects related to the formulation of its ten pillars, while ensuring consistency between the objectives set, the available financial and human resources, and the mechanisms for implementation, monitoring and impact assessment.
In his address on the occasion, Cherkaoui affirmed that Vision 2030 is based on the fundamental principles underpinning the Agency’s establishment, namely protecting the Holy City, preserving its religious, historical and cultural heritage, supporting the resilience of its inhabitants, and implementing programs and projects that have a direct impact on beneficiaries, in accordance with the High Instructions of His Majesty King Mohammed VI, Chairman of the Al-Quds Committee.
The participatory approach adopted by the Agency to develop its action plan for the next four years is not merely a “procedural exercise”, but rather a choice stemming from a deep conviction that this action plan must be the exclusive outcome of a consultation process with the inhabitants of Al-Quds and their institutions, Cherkaoui said.
Vision 2030 is structured around three major strategic pillars: developing administrative governance mechanisms, digitalization and compliance with international quality standards; improving the Agency’s resources and diversifying funding sources; and implementing the integrated 2027-2030 action plan to support social sectors.
This action plan comprises ten main programs covering education and training, healthcare and social protection, housing and building rehabilitation, the protection of urban and religious heritage, human development, support for women, young people and children, cultural industries, the development of waqf properties, as well as the revitalization of trade, tourism and services.
This new vision attaches particular importance to digital transformation and innovation through the development of an integrated digital ecosystem for managing programs and projects, strengthening mechanisms for collecting donations and mobilizing resources, and expanding the scope of initiatives aimed at supporting youth projects and start-ups, particularly through the Bayt Al-Mal Plus (BMAQ+) platform, thereby opening up new prospects for economic empowerment, job creation and improved living conditions for the inhabitants of Al-Quds.
The approach adopted in preparing the action plan also rests on strengthening the principles of transparency, efficiency and accountability, and linking funding to results and tangible impact on beneficiaries, while relying on precise indicators to monitor program implementation and measure their contribution to achieving sustainable development.
This phase of the plan’s preparation is particularly important given the growing economic and social challenges facing the city of Al-Quds and its inhabitants, which call for developing intervention tools, strengthening coordination with local partners, and mobilizing financial resources and new partnerships to ensure the sustainability and effectiveness of programs.
The development of Vision 2030 forms part of the Bayt Mal Al-Quds Acharif Agency’s continued fulfillment of its mission under the direct supervision of His Majesty King Mohammed VI, Chairman of the Al-Quds Committee, with a view to preserving the Holy City’s civilizational and religious identity, supporting the resilience of its inhabitants, and enhancing opportunities for their economic and social development.
