the Global Forum for the Fight against Terrorism adopted its Program of actions

The Working Group on foreign terrorist fighters under the Global Forum for the Fight against Terrorism (GCTF) has adopted on the occasion of its inaugural meeting Monday and Tuesday in Marrakech, the first draft of its mission and its program of action to curb the cross-border threat to the security and stability of the country.
The discussions at this inaugural meeting, with the participation of senior officials and experts from some 40 countries and several international organizations, regional and sub-regional was an opportunity for member countries to discuss the mission and program Action Group following the recommendations of the Hague-Marrakech Memorandum on the fight against foreign terrorist fighters.
The group actually begin its mission and its action as a result of this inaugural meeting on the basis of the implementation of the proposals made by member countries met in Marrakech, he added, welcoming the quality of coordination between Morocco and the Netherlands which have inspired the work of the conclave.
By hosting this inaugural meeting and co-chairing its work, Morocco still attests once again its commitment to responsibility and sincere efforts of the international community in the fight against terrorism through an approach based on effective cooperation and security expertise proved, he has said.
Morocco will continue this responsible commitment within this Working Group and will contribute to the development of its program of action as recommended by the Memorandum of the Hague-Marrakech adopted by the GCTF last September, he added .

The GCTF is a political and informal platform, launched in 2011 to promote dialogue and cooperation in the fight against terrorism between its 30 founding members.
Morocco and the Netherlands launched in September 2013, an initiative under the auspices of GCTF to tackle the phenomenon of foreign terrorist fighters. This initiative aims to bring together practitioners and policy makers from a range of countries and in various disciplines to share lessons learned, good practices developed and the difficulties encountered in responding to this threat in all its forms.
The good practices contained in the memorandum Hague-Marrakech from this initiative, intended to inform and guide governments as they develop policies, programs and procedures to address the phenomenon of terrorist fighters foreigners. These good practices can also be used to define technical bilateral or multilateral aid or other assistance for capacity building provided in this area.
This memorandum presents a set of best practices to address the phenomenon of foreign terrorist fighters into four categories: radicalization leading to violent extremism, recruitment and facilitation, travel and combat, and the return and reintegration.
